Part 8 - Safe Routes to School (SRTS) Project for the Loreto Secondary School, Clonmel, Tipperary

ARTICLE 81 OF PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS 2001, as amended
Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:
Description:
The proposed development will consist of the Safe Routes to School (SRTS) Project for the Loreto Secondary School, Clonmel, Tipperary, Coleville Road, Raheen, Clonmel, Co. Tipperary, at a site of approximately 0.6 ha to include the:
- Coleville / Mountain / Raheen / Old Waterford Roads roundabout junction as well as part of:
- Coleville Road R-680 (north of Loreto Secondary School), and
- Old Waterford Road R-671 (incl. Gashouse Bridge and Old Waterford Road / Raheen Court junction), and
- Raheen Road (R-671) west of and Mountain Road (R-678) south of the Coleville / Mountain / Raheen / Old Waterford Roads roundabout junction.
Nature and extent of the proposed development is as follows:

Coleville Road, Raheen Road, Old Waterford Road and Mountain Road, Clonmel, Co. Tipperary, within the townlands of Raheen and Burgagery-Lands West, Clonmel, Co. Tipperary.
| The proposed development will consist of the following:
1. Traffic calming along Coleville Road R-680 (north of Loreto Secondary School) with associated signage to define gateway to School Zone east of Loreto Secondary School access, reduced road carriageway widths within the School Zone through the upgrading and widening of existing footpaths and soft landscaping, enhancement of Loreto Secondary School access junction from the Coleville Road R-680 with soft landscaping, public realm and provision of controlled pedestrian crossing, and associated site and ancillary works above and below ground;
2. Upgrading of Coleville/Mountain/Raheen/Old Waterford Roads roundabout junction to include reduced road carriageway widths through the upgrading and widening of existing footpaths, provision of controlled pedestrian crossings, and associated site and ancillary works above and below ground;
3. Reduced road carriageway widths along parts of the Old Waterford Road R-671, through the provision of a set-down lane and the widening and upgrading of existing footpaths north and south of the bridge, signage to define gateway to School Zone, upgrading and visibility improvements of Old Waterford Road/Raheen Court junction, and associated site and ancillary works above and below ground; and
4. Traffic Calming along part of the Raheen Road (R-671) west of and the Mountain Road (R-678) south of the Coleville/Mountain/Raheen/Old Waterford Roads roundabout junction, through erecting of signage to define gateway to School.
The Proposed Development includes upgrading the footpaths north and south of the Gashouse Bridge which is a Protected Structure (TRPS2002) identified in Appendix 1 of Volume 4 Built Heritage – Record of Protected Structures and Architectural Conservation Area - of the Tipperary County Development Plan 2022 -2028 and the site is partially situated within close proximity to the Lower River Suir Special Area of Conservation (SAC 002137) as identified in Map 3B of the Clonmel and Environs Local Area Plan 2024 – 2030. |
The development has been the subject of an Appropriate Assessment (AA) screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and article 250(1) of the Planning and Development Regulations 2001 as amended. The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.
In accordance with Article 120(1)(a) of the Planning and Development Regulations 2001, as amended, the Planning Authority has carried out a preliminary examination and screening for Environmental Impact Assessment (EIA) of the proposal. Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development, and an Environmental Impact Assessment (EIA) is not required.
Plans and particulars of the proposed development, including the AA Screening Report, EIA Preliminary Examination Report and EIA Screening Report will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at: -

- Tipperary County Council, Civic Offices, Limerick Road, Nenagh, Co. Tipperary
from 9:30am - 4:30pm Monday to Friday from 27th August 2026 to 25th September 2026 (excluding public holidays).

Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
