ARTICLE 81 OF PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS

2001, as amended

Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:

Description: Roscrea Castle Street Public Realm, Roscrea, Co. Tipperary.

Nature and extent of the proposed development is as follows:

 

Location

Nature and Extent of Proposed Development

Castle Street, Church Street, part of Rosemount Street, and part of The Mall, townlands of Townparks and Demesne, Roscrea, Co. Tipperary.

Castle Street

  • Widening of pedestrian footpaths to provide an enhanced pedestrian environment and new high-quality paving.
  • Seating areas in high-quality timber and stone.
  • Raised tables for traffic calming.
  • Provision of pedestrian crossings.
  • Provision of 2no bus stops.
  • Implementation of one-way system for traffic travelling west towards Main Street from junction with The Mall.
  • Creation of civic space to the north of Roscrea Castle comprising hard and soft landscaping and seating areas.
  • Reduction of car parking spaces and reconfiguration of car parking layout to provide 3no accessible parking spaces, 3no age-friendly parking spaces, and 2no loading bays.

Church Street

  • Realignment of junction with Castle Street and Rosemount Street to reduce vehicle speeds and increase pedestrian safety.
  • Widening of pedestrian footpaths to provide an improved walking environment.
  • Provision of unsignalised pedestrian crossings.
  • Raised table for traffic calming.
  • Reduction of car parking spaces and reconfiguration of car parking layout.

Rosemount Street

  • Realignment and tightening of junction with Castle Street and Church Street to reduce vehicle speeds and increase pedestrian safety.
  • Widening of pedestrian footpaths to provide an improved walking environment.
  • Provision of raised table for traffic calming.

The Mall

  • Realignment and tightening of junction with Castle Street to reduce vehicle speeds.
  • Widening of footpaths to provide an improved walking environment.
  • Provision of raised table for traffic calming.

Generally

  • Resurfacing of the carriageways and footpaths with high-quality materials.
  • Tree planting, landscaping and SuDS measures throughout scheme.
  • Hard and soft landscaping, public lighting, and all associated site development works.

The proposed development comprises the carrying out of works which would materially affect the character of the following Protected Structures: Roscrea Castle (TRPS923), the Round Tower (TRPS943), St Crónán’s Church (TRPS945), St Crónán’s Graveyard (TRPS946), and the following buildings: TRPS Refs. 912 (Pauline’s), 913 (Coffey's Pharmacy), 914 (Sheppard's Opticians), 915, 916, 917, 918 (Euro World), 919 (Grants Hotel), 921 (Bank of Ireland), 922, 909, 911, 926, 928, 929, 931, and 941.

The development has been the subject of an Appropriate Assessment Screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001, as amended. The Appropriate Assessment Screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.

Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development, and an Environmental Impact Assessment (EIA) is not required.

Plans and particulars of the proposed development, including Appropriate Assessment Screening Report and EIA Screening Report, will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at:

Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
