Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:

Description:

Development of a new public library at Emmet Street, Burgagery-Lands West, together with surface staff car parking at Tipperary FET College, Kickham Barracks, Burgagery-Lands West, Clonmel, Co. Tipperary.

 Location

The development site consists of two areas:

  1. Site to the east of Tipperary County Council Offices, Emmet Street, Burgagery-Lands West, Clonmel, Co. Tipperary and
  2. Tipperary FET College, Kickham Barracks, Dillon Street, Burgagery-Lands West, Clonmel, Co. Tipperary E91 E9F9.

 

 Nature and Extent of

 Proposed Development

The application consists of the development of a new public library to the east of Tipperary County Council Offices, Emmet Street, Burgagery-Lands West, Clonmel, comprising 1,968m² of library accommodation including reading rooms, exhibition and display space, meeting rooms together with staff accommodation, associated support facilities and plant in a building of varying height from 1 to 5 storeys over a semi-basement level together with separate ESB substation and switch-room building, on-site surface car parking (11no. spaces) and including road re-alignment and upgrading works to the eastern section of Emmet Street together with associated landscaping.

Additional surface car parking is provided at Tipperary FET College, Kickham Barracks consisting of the provision of some 56 no. spaces for use by Council Staff to off-set the removal of 88 no. surface parking spaces resulting from the construction of the new building (total loss of 21 no. spaces). The proposed staff car park at Kickham Barrack is within the curtilage of a Protected structure TRPS 1982 (Kickham Barracks).

 

The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001, as amended. The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.

Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development, and an Environmental Impact Assessment (EIA) is not required.

Plans and particulars of the proposed development, including Appropriate Assessment Screening Reports and EIA Screening Report will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at: -

  • Tipperary County Council, Civic Offices, Limerick Road, Nenagh, Co. Tipperary
  • Clonmel Borough District Offices, Parnell Street, Clonmel, Co. Tipperary
  • Clonmel Library, Emmet Street, Clonmel, Co. Tipperary

during opening hours from 9th of July 2026 to 11th of August 2026.
