ARTICLE 81 OF PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS

 

2001, as amended

 

 

 

Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:

 

Description:

 

The scheme aims to improve active travel connectivity within the 50kmph zone on a 900m stretch of the R494 at Newtown village, Nenagh, Co. Tipperary. The proposal includes new upgraded footpaths, bus stops, traffic calming and the provision of a school zone at Youghalarra National School.

 

 

 

Nature and extent of the proposed development is as follows:

50kmph speed limit zone on the R494 within the townlands of Newtown (Ed Youghalarra), Monroe, Gortnaveigh and Pallas Beg, at Newtown village, Nenagh, Co Tipperary.

 

The proposed development will consist of the following:

 

·        Improved pedestrian infrastructure through the provision of 1.80m minimum wide footpaths;

 

·        Raised uncontrolled pedestrian crossings;

 

·        Reduction in junction widths to reduce crossing times and distances;

 

·        Reduction of road widths to a minimum of 6.0m

 

·        The addition of new bus shelters;

 

·        Improved active travel connectivity to bus stops;

 

·        Provisions for on street parking;

 

·        Speed Limit transition and school zones with associated signage

 

·        Additional public Lighting;

 

·        Landscaping;

 

·        All site clearance, drainage and site works;

 

·         All associated ancillary works.

 

 

 

The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and article 250(1) of the Planning and Development Regulations 2001 as amended. The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to any likely significant effects on Qualifying Interests of the Lough Derg (Shannon)

 

SPA or any other Natura 2000 site.

 

 

 

In accordance with Article 120(1)(a) of the Planning and Development Regulations 2001, as amended, the Planning Authority has carried out a screening for environmental impact assessment of the proposal. Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no likelihood of significant effects on the environment arising from the proposed development.

 

Plans and particulars of the proposed development, including Appropriate Assessment Screening and Environmental Impact Assessment Preliminary Examination report will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at: -

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development will be situated, may be made in writing and addressed to Mr. Brian Beck, Director of Services, Planning and Development, Fire and Emergency Services, Emergency Planning,  Tipperary County Council, Civic Offices, Nenagh, Co. Tipperary,  correspondence should be clearly marked ‘Part 8 in respect of proposed Newtown Active Travel Connectivity scheme ‘  no later than 4.30pm on Friday 25th September 2026.

 

Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether this development would be likely to have significant effects on the environment.
